    No they can be done at all levels, but you do need to be an approved Instructor first.
    The same Instructor that does the National and Regional courses also belongs to a
    club, so no reason he/she can't also run a course for own club members.

    Too late, but as I was tagged I thought best to post.

    As discussed, all courses inc standards, gasses etc.. are available online. All courses can be taught at a branch, region and centre.
